Haven't seen this mentioned anywhere so far, but this vendor also sells X3 Hi Potions, X3 Phoenix Downs and X1 Elixir all in Chapter 3. You also have a chance to get these items at the discounted price during Chapter 4 after returning to the Slums by parachute. If anybody knows how to unlock all 4 rare items he sells for discounted pricing, please let me know. On my most recent successful attempt I saved the Cerulean Drake and.Doomrats for my final 2 quests before the Wrath Hound, and his inventory updated between both quests.
